Applying of the Results of Space Activities to Solving Regional Socio-Economic Development Problems in Russia: Organizational and Methodological Aspects

Purpose. This study simulates the application of the results of space activities to solve regional socio-economic development problems in the Russian Federation and develops scientific and methodological approaches to its qualitative and quantitative assessment.
Tasks. The study aims to specify the definition of the “results of space activities,” and on this basis, substantiate proposals on the correction of the term in legislative and subordinate acts; to determine directions for the application of the results of space activity to solve regional socio-economic development problems; to identify key issues that hinder such application; and to provide guidelines for resolving them.
Methods. In this study, the authors use retrospective, comparative, economic and legal analyses, and expert assessment. Source data include the laws and subordinate acts of the Russian Federation, empirical and statistical data on the application of the results of space activity in economic practices and public administration, and information about the level and direction of regional socio-economic development in Russia. This study examines the interpretation of the term “results of space activities” and substantiates the need for its revision, including the modification of legislation; analyzes major directions for the application of the results of space activities in regional development management as well as legal, methodological, organizational, and economic problems associated with these processes; proposes measures for solving the identified problems; and examines ways of assessing the efficiency of the application of the results of space activities in solving regional socio-economic development problems in the Russian Federation.
Results. Space activities are an innovative type of activity. However, application of their results in regional development management has not yet become widespread, owing to a number of reasons, including lack of proper assessment of the effects, lack of training, institutional problems, poor technical culture and insufficient hardware and software. It is necessary to focus the efforts of government agencies and the expert community, aimed at eliminating barriers that prevent application of the results of space activities, on certain areas, such as: developing a scientific and methodological apparatus for the assessment of the effects of application of the results of space activities, training the staff of commercial and government institutions, solving institutional problems, and improving the level of technical culture and implementation of hardware and software in organizations that use special (obtained using space technologies) information.
